Defining an Active Shooter Incident

An active shooter is an individual actively engaged in killing or attempting to kill people in a confined and populated area. Active shooters may be motivated by anger, revenge, ideology, and/or untreated mental illness. In most cases, there is no pattern or method to their selection of victims. Active shooters usually will continue to move throughout the building or area until stopped by law enforcement, suicide, or other intervention.
Active shooter incidents typically last around 15-20 minutes, sometimes less. There may be instances where law enforcement officials cannot get to the scene before you must respond.
