The define phase, project leaders complete a project charter and a high-level "as-is" process map to establish the state of the process to be improved, the process capabilities and the customer requirements. Based on this intial information, several "critical-to-quality" (CTQ) attributes of the process, such as timeliness of delivery or critical factors to quality are determined. In addition the specific scope, team members and timeline are precisely established and documented within the project charter.
